This article introduces discourse analysis as a theoretical concept and an empirical methodology that may enable the endogenization of path creation and path breaking changes in conventional models of political path dependencies. Economic criteria such as rents created by a policy do not always provide a comprehensive explanation for path dependent political decisions. Discourse theory implies that specific interpretative schemata and narratives, such as storylines in the mass media, heavily influence the political discourse. Discourses themselves exercise a constitutive power that constrains decision-making processes and, thus, influence the ensuing policy creation path. A Real Options Framework for Analyzing Program Participation as Human Capital Investments: The Case of the Average Crop Revenue Election (ACRE) Program AgEcon

We develop a real options framework to model producer participation in a subsidy program as a human capital investment to learn how the stochastic subsidy affects returns and how to adapt production activities to new program incentives, formally linking the framework to a multinomial logit specification for empirical applications. Analysis of farmer intentions for participation in the ACRE program created by the 2008 Farm Bill finds that reluctance to participate was driven largely by risk aversion and perceptions about income risk from yield and price variability, consistent with the theory that uncertainty creates an option value discouraging human capital investments.

This paper investigates, through a dynamic stochastic adjustment model the extent to which an active agricultural policy can be the source of volatility in agricultural investment. It is shown that noise in formulation of agricultural policy has adverse effects even in cases where earlier results would take that investment is increased.

There exists an extensive literature that attempts to identify important factors that determine trade policies. An understanding of these important factors could be useful when negotiating trade agreements, especially in agriculture, which is a relatively heavily supported industry. Limao and Panagariya (L&P, 2007) modify Grossman and Helpman’s (G&H, 1994) lobbying model in an attempt to understand why anti-trade bias (as opposed to pro-trade bias, which is predicted by the G&H (1994) model) is the predominant pattern in observed trade policy. This paper summarizes the results of a survey of a stratified, random sample of 630 hog operations in Indiana and Nebraska. This paper analyses the impact of the 2003 CAP reform (the so-called Fischler Reform) and its interaction with the Nitrate Directive on the sustainability of selected arable farming systems in a French region (Midi-Pyrénées). The Nitrate Directive is one of the oldest EU environmental programs designed to reduce water pollution by nitrate from agricultural sources, through a set of measures, defined at regional level, and mandatory for farmers of vulnerable zones. Interactions between the Agricultural Sector and the HIV/AIDS Pandemic: Implications for Agricultural Policy AgEcon

This paper considers how the design of agricultural policies and programmes might be modified to better achieve policy objectives in the context of severe HIV epidemics and underscores the central role of agricultural policy in mitigating the spread and impacts of the epidemic. Based on projections of future demographic change in the hardest-hit countries of eastern and southern Africa, HIV/AIDS is likely to have the following effects on the agricultural sector: (1) increased rural inequality caused by disproportionately severe effects of AIDS on relatively poor households; (2) a reduction in household assets and wealth, leading to less capital-intensive cropping systems for severely affected communities and households; and (3) problems in transferring...

The Philippines has undergone a series of trade reforms since the mid-1980s that have reduced protection on nonagricultural goods. However, protection on key food items is still in effect, and this has led to high domestic food prices. Such high prices have a considerable negative effect on poverty because more than 60 percent of the consumption of poor Filipino households is for food. The special product arguments of the World Trade Organization increase the pressure to maintain the existing high levels of food protection in the country. Policy Reform and Agricultural Land Abandonment AgEcon

This paper examines the potential impact of agricultural and trade policy reform on land-use across the EU focussing particularly on the issue of land abandonment. Using a novel combined application of the well established CAPRI and Dyna-CLUE models it estimates the extent of change across Europe under removal of Pillar 1 support payments and trade liberalisation. Overall, it is estimated that around 8 per cent less land will be farmed under these reforms than under the baseline situation. However, some regions, areas and farm types face more significant reductions. The Economic and Historical Foundation of the Common Agricultural Policy in Europe AgEcon

The Common Agricultural Policy (CAP) was founded in the 1950s with price support as the main policy instrument. Despite massive criticism from both within and outside the EU, price support remains the backbone of the CAP. This paper argues that the choice of price support was logical viewed in both historical and economical perspectives, and gives three reasons for this. First, even though talks on agricultural integration began immediately after the war, the CAP was a result of general economic integration in Europe rather than the reason for it. Second, the structure of the CAP was determined by the agricultural policies of the six founding countries. The Impact of Farm Income Support on Absolute Inequality AgEcon

This paper focuses on the impact of agricultural support policies on the distribution of farming incomes, using measures to characterise and quantify the redistributive effects that are based on the change in the absolute Gini index. The provision of support to Scottish agriculture is found to have been at best ineffective as a means to reduce the average size of income disparities between farms. Agricultural policy is further shown to have been inefficient as a redistributive tool because of the adverse distributional effect of the re-ranking of farms induced by the provision of support.

The Political Economy of Agricultural Protection: Europe in the 19th and 20th Century AgEcon

Important changes took place in agricultural policies in Europe in the 19th and 20th century. The dramatic nature of the changes are illustrated by two years, a century apart: 1860 and 1960. In the 1860s European nations agree on a series of trade agreements which spread free trade across the continent. In the 1960s European nations conclude an international agreement which spreads heavy government intervention and protection against imports across the continent. This paper reviews the nature and the causes of these dramatic changes in agricultural and trade policies, from the beginning of the 19th century to the second half of the 20th century, when agricultural policies are integrated in (what is to become) the European Union.

The State-by-State Effects of Mad Cow Disease Using a New MRIO Model AgEcon

Until recently, it is hard to find studies to estimate how much the total economic losses for U.S. or other states by the BSE incidents except one dominant study by Devadoss et al (2005), which used CGE (Computable Generalized Equations) model for U.S. However, they are not reporting the direct impacts by each state and indirect impacts resulting from state-by-state economic relations.
